Real Estate Databases
Lursoft IT offers Latvian real estate data in the following services:
LATVIAN REAL ESTATE DATABASE
This database provides information from:
- Open textual and geospatial data from the State Land Service's Cadastre Information System,
- Open data from the Real Estate Market Database,
- Open data from the State Construction Control Bureau,
- Data on applied sanctions from state-maintained registers,
- E-auction data published by the Court Administration,
- Open data from the Central Statistical Bureau,
- OpenStreetMap data,
- Open data from the Latvian Republic Enterprise Register.
The service allows searching real estate by cadastral number, cadastral designation, address, or administrative territory and name, as registered in the Cadastre Information System or OpenStreetMap data. Authorized users with specific access rights can perform data selection based on real estate area, cadastral value, ownership type, and other criteria.
The real estate or cadastral object card provides basic data, address data, ownership information (only for legal entities), property composition data, cadastral values, registration of rights, encumbrances, transaction data, and more.
Real estate and adjacent properties can be easily viewed on the map, including various layers (land, buildings, encumbrances).
Lursoft IT offers the ability to add real estate or cadastral object and its address to monitoring to receive change notifications, such as changes in cadastral value, address, property composition, and other events.
PROPERTY RIGHTS DATA OF A LEGAL ENTITY
In the service "Data of property rights of a legal person" , it is possible to get data on cadastral objects for which a legal person has one of the property rights statuses: owner, legal possessor, user, building right holder (owner) or building right holder ( legal owner). To access the service, search for a legal entity or municipality by registration number or name in the Lursoft IT data search engine. For legal entities with real estate data, the "Real Estate" mark will be displayed in the results view, or open the report and check the "Real Estate" section.
The data source of the service is the open text data of the State Land Service, the data of the data service "Cadastre information blocks" and the data of the Company Register.
Open data does not contain data containing information of limited availability (for example, on objects important for national security and national defense).
REAL ESTATE TRANSACTION CATALOG
The catalog includes open data published by the State Land Service's Real Estate Market Database. Transaction cards include open data from the Latvian Republic Enterprise Register, Cadastre Information System's textual and geospatial data, and e-auction data published by the Court Administration.
Records in the Real Estate Market Information System have been registered since 2012.
The service allows searching real estate purchase transactions by property address or cadastral number.
The transaction card, according to the type of transaction (transactions with space groups, land transactions, transactions with land and buildings), includes: transaction amount, the volume of sold real estate, cadastral designations of land units (list) within one transaction, the property usage code (NĪLM), cadastral designation of the building, building usage type and code, number of above-ground floors, total building area, year of commissioning, physical depreciation (%), address, and other data.
LAND REGISTER
The State Unified Computerized Land Register records real estate and the rights associated with them. An authorized user can search for property by cadastral number, land register number, name, or address.
An authorized user makes requests to the Land Register in real-time.
The certificate includes information about real estate, the owner, encumbrances, and debts for authorized users.
CADASTRE
The State Land Service's Cadastre is a unified accounting system providing access to the latest information on real estate in the Republic of Latvia, including land units, buildings, space groups, parts of land units, and cadastral values. The Cadastre also provides information about the ownership of real estate if the owner, legal possessor, or user is a legal entity (name, registration number, and address).
Authorized users make requests to the Cadastre in real-time.
MONITORING
Lursoft IT monitoring services include:
- Change events for real estate and cadastral objects (address, composition, ownership, cadastral value, encumbrances, annotations, etc.),
- Real estate transactions (by cadastral number), registered changes in objects included in the real estate, ownership data, cadastral value, etc.
REAL ESTATE USAGE PURPOSES CLASSIFICATION
The service is based on the Cabinet of Ministers' regulations No. 496 of 20.06.2006 "Real Estate Usage Purposes Classification and Procedures for Determining and Changing Real Estate Usage Purposes". The classification includes the classification code, name, description, and the corresponding real estate and real estate transactions for the code.
BUILDING CLASSIFICATION
The service is based on the Cabinet of Ministers' regulations No. 326 of 12.06.2018 "Building Classification Rules". The classification includes the classification code, name, description, and the corresponding real estate and real estate transactions for the code.
PUBLICATIONS

DATA SELECTION
Lursoft IT offers data selection services. We will prepare data on real estate, real estate transactions, real estate usage purposes, and building classifications, further combining them with other data sets of interest to you, such as data from the Latvian Republic Enterprise Register, Address Register data, etc.
